On your page, make sure to
include the "keywords" and "description" meta tags in the header of your HTML. Though these don't count a lot for search engines, crawlers do look at them.

Both bing and google have
webmaster tools:

You can sign up for these and they have good explanations of what data to submit to them to make your site more attractive to the search engine.
Be sure to
make a sitemap and submit it to the search engine. It helps it find content.
Google also has another free tool, namely,
Google Analytics which provides comprehensive data on the users coming to your site, where they are redirected from and what search queries led them to your site.
Most search engines have a place to
submit a site for crawling, go to google, yahoo, bing, etc and submit your site. Submit your site to alexa, and submit it to the open directory (dmoz.org)
Dynamic content, rss feeds, links from other sites, etc. all contribute to a higher pagerank. Change your site's content regularly, post new news, things like that.
Lastly, get some local
exposure, sign up at locality, satopsites and such.
