Anyone know what this is called?

I want to buy some more of these circular fastener things you can see in the photo. It’s like a Velcro attachment but pretty smooth to the touch and it holds the pad you can see very firmly.

I’m not sure if the material of the pad and the circle need to be used together or if the circle is a universal type fastener that works with any similar kind of soft material.

I've got the normal Velcro and this one is so much smoother. Even looking close it's difficult to see the hooks so I thought it was made by 3M or some competitor.

They are done a dozen, come in the smooth and not so smooth varieties.. it's velcro nonetheless or hook and loop.. one example, though not black, but you can see it's the same smoothness as your existing one.. if you search takealot, you will also come across the rough version:
