Using the ATI Catalyst controls is not recommended to correct overscanning. I've gone through this before. It is basically a double correction so the picture is not crisp but fits the screen. The TV overscans and the ATI controls underscans so you lose picture quality.
It's ok for movies but not for text.
Like sn3rd said, most TV's will have some way to disable overscanning. Either by an option in the menu or by using a specific HDMI port which has been designed for PC use. Normally the manual will indicate which port to use. For my old Sinotec, I could only disable overscanning by using the HDMI2 slot. The TV would pick it up as a DVI connection so I had to use a seperate optical cable for sound. Apparently, TVs don't overscan DVI connections, just HDMI ones. Only downside is you need to use a separate sound cable...worth it for a perfect picture though.
