I need to register an Apple Developer Account for an app I'm developing.

I can't select South Africa as my country. My only options are Australia, Canada, China, France, Germany, Italy, Mexico, Netherlands, New Zealand, Spain, Sweden, United Kingdom and United States.

I've always had to communicate directly with Apple Support to get this processed; SA online payments of developer fees have been problematic for quite a while?

Get in touch with them either on Twitter or via phone.

I know, but I can't get to the payment stage. I can't select South Africa as my country. Funnily enough you can select South Africa for you phone number but not the address. Weird.

Publishing to the AppStore requires a $99 developer account even for free apps?; the only account that doesn't require this is a free account for signing apps for distribution outside of the AppStores.
Plus you'll have to keep up the yearly $99 as your apps will be delisted if you don't renew.

Registering from SA has always typically required filling in a PDF printable document and sending this to them to process the transaction. I renewed again last year and AFAIK it hasn't changed; granted renewals don't required the form.
