The prediction is the fingerprint reader together with NFC will form the basis for a new e-wallet/payment initiative from Apple starting with the 5S (i.e. NFC without user identification not deemed secure enough).

In fact he DOES have a proven track record you're quite correct. So let's take a look then (still not buying the fingerprint sensor story though lol).
1) he predicted iPhone 5S/iPad Mini2 in June/July previously.
2) now he pushed that date back to September to accommodate new rumoured features.

So it's been delayed from his original estimate to his new estimate. Or perhaps from Apple's original timeline to a later timeline. But Autumn time is the standard release cycle for a new iPhone.

I'd say based on Tim Cook's words yesterday that a Fall release is likely:

Our teams are hard at work on some amazing new hardware, software, and services that we can’t wait to introduce this fall and throughout 2014. We continue to be very confident in our future product plans.
