If Chrome is stock then why does my S3 running 4.3 still have the old default browser?

Because it is not a Nexus or one of the new Motorola devices.

Exactly right, Samsung include their own "stock" browser, something Google don't as Chrome is their stock browser.

If you want pure Android you can't buy a product where the manufacturer has included all their own addons.

Of course you can. I've been running custom ROM's since I got my phone the month it released. I'm currently using CM 10.2. You're not stuck with stock firmware. I'll be sticking to Samsung for a while longer as nothing else seems to have a removable battery, microSD support and tactile navigation buttons.

Which has almost nothing to do with the topic. You can't buy a Samsung without Touchwiz, or an HTC without Sense, a Nexus product is sold with pure Android.

You can of course flash an unapproved firmware from developer, arguably it might look like vanilla Android, but it didn't come from Google so is still not pure Android.

It is relevant to the topic. I haven't run Samsung or Samsung-based firmware for over a year and I still have the old default web browser on my phone.
