Are OOB technically fines?

OOB is used as punishment for going over limit. Mostly excessive where the OOB rate can be 10 times the norm.
I'm having a hard time to think what makes this any different from Speeding fines, which are issued for breaking the law.

So Vodacom technically have the same power as the police, imposing fines for going over the limit?

No,

They have sold you X product at a certain price, and will then continue to sell you the same product on a single unit basis for Y price... no fines or anything involved.
 
No, If you are Vodacom contract user, you had been already punished with stupidity.

Fines are cheaper, sometimes it also takes your earnings into account.
So guess your right.

I find it rather annoying that nothing can be done to improve the current OOB situation.
For instance ICASA could easily regulate OOB, at least for the first 1Gig over cap the amount allowed to be charge at R150, before doing the insane 1000% jump...

In theory though, if you were to pay a R350 speeding ticket fine, and received 3 and a half cookies when paying it. Would it also be considered metered usage?

OOB is just a cash cow for the cell phone operators nothing else .
Sooner of later you will go OOB .
