OOB is used as punishment for going over limit. Mostly excessive where the OOB rate can be 10 times the norm.
I'm having a hard time to think what makes this any different from Speeding fines, which are issued for breaking the law.
So Vodacom technically have the same power as the police, imposing fines for going over the limit?
