The above is about my expertise (or lack of) so I had to vote NO :o
 
Given the list in the article then probably over 90% of web users are illiterate.

Sort of like do you need to know how to repair the engine and bodywork of a car in addition to knowing how to drive it, even though you only use to drop the kids off at school versus ..... check your email and facebook.
 
I pretty much cover everything except for the building section (I only know a tiny bit of PHP at the moment - will continue learning in December).
 
Yeah, I call BS on this test. Why do you need to be able to code to be "Web literate"?

Do you need to be able to design a CPU to be computer literate? Do you need to be able to write to be literate, or do you need to be able to design and build a paper mill as well?
 
That 'Building for Web' section needs to come out from this list.Those are basic job requirements for web devs.
