Electricity blackouts in Centurion, south of Pretoria, were caused by saboteurs, Tshwane mayor Kgosientso Ramokgopa said on Wednesday.

"We think that this amounts to sabotage, just to undermine the economy of the capital city and the nation in general," he told reporters in Pretoria.

I heard from a colleague yesterday it's also due to our Mayor not renewing security contracts at these places. Due to being expensive.

Well the security contract was not renewed, you're right about that.
There are some rumours though that the security company that have been dropped are in part responsible for the sabotage.
