Like the bank robber who tells the customers to not resist, because their money is insured. Next time that bank robber kills someone.
And it's a fallacy to believe that downloading mp3's is a victimless crime. The artist who made the mp3 loses money.
When a politician steals money, the individuals share of the loss of a million bucks us less than the income lost by an artist whose work is stolen.
Both are a form of corruption.
Trying to justify your corruption by convincing yourself it doesnt do any harm.
That's exactly how the politician thinks. "It's only a small part of the budget"
