It is government that has failed, not the Constitution, said Lindiwe Mazibuko, DA parliamentary leader, according to a report on Wednesday.

Speaking during a parliamentary debate about Human Rights Day on Tuesday, she said the "second transition" of the Constitution currently being touted by the ruling ANC was only a smoke screen to cover up poor service delivery.
