AARTO just don't have the systems in place to run something like this properly, especially with all of these complications.

Edit : They especially cannot handle the situation where a driver other than the owner of the vehicle commits an offence in a camera trap - the system is just too cumbersome to cater for this properly.

For starters one needs the ability to assign a designated driver for a vehicle, for example in the case of a company car, or the wife or children of the registered owner, for the case where a vehicle is normally being driven by a specified driver, not being the owner.

Of course, it's a completely new ballgame where the vehicle is driven by multiple drivers.

Say what you will, their systems just don't cater for this properly.

Yeah, have to agree with Jola, will be awhile before they get everything fine tuned and functioning as it should. Tho once its implemented im sure we'll see a decrease in road casualties!
 
I don't have a problem with the intent of AARTO.

What I do think will happen is that the incentive to pay a bribe will increase.
 
I wouldn't have a problem if it was points instead of fines but I guess it's all about the profit not the principle. $$$
