Article: Prison torture in the spotlight

Parliament's Portfolio Committee on Correctional Services has indicated plans to speed up the processing of the long-awaited Criminalisation of Torture Bill of 2003.

The committee, which is grappling to reduce incidents of torture, is also strongly pushing for Closed Circuit Televisions (CCTVs) to be installed in prison cells to monitor violence.
 
Wait... torture is not criminalised here? Or am I misunderstanding the text, as I hope.
 
Good thing, if it gets implemented correctly. All that will happen is that the inmates will just bribe the guards to turn off the cameras.
 
That committee seem particularly poorly informed considering its the year 2011 and prisons have been around for a very very long time.
