A good start would be to band the consumption of alcohol at any government function, rally or gathering.

http://bentrovato.bookslive.co.za/b...ve-hotels-and-drink-champagne-on-your-behalf/With the podium awash in cake and catharsis, deputy president Kgalema Motlanthe raised his glass and proposed a toast. “The leaders will now enjoy the champagne, and of course they do so on your behalf through their lips.” Later, the leadership drove off in luxury cars on behalf of those who had no transport and stayed in expensive hotels on behalf of those who lived in shacks.
The BEST advertising campaigns ever came from alcohol commercials. Imagine no "give that man 'n Bells" or "met eish ja" or "what you doin' Jim?" or Savannah ads, life would suck.

Unless there is no alcohol content people who want to get drunk will simply drink more. Or we'll simply create an excellent black market opportunity. Hopefully the gangs running it will set up their base of operations near where these government ministers live, then they can accidentally get shot in the ensuing market share negotiations.Should just limit the amount of alcohol a drink may contain.
But then I guess that would remove the reason some people drink in the 1st place - to get drunk.
Doesn't sound like our right to freedom is being considered at all.
