Article: SA title deeds backlog

More than a million RDP home owners do not have their title deeds, the DA said on Sunday.

This had been revealed in a reply to a parliamentary question, Democratic Alliance MP Patty Duncan said in a statement.
 
The Deeds Office used to be the most efficient govt agency ever. Then they dismissed the qualified people and filled the post with cadres.

cos it's an election ploy. I've seen it happen. party promises rdp dwellers their title deeds just before an election. make them sign some documents and then disappear. the officials wear political party shirts and this creates the impression that the party is handing out the title deeds and not the government. this was some years ago
 
The problem is not primarily with the respective Deeds Registries but rather with the government departments involved in RDP house rollout and some dodgy municipalities and attorneys.

A few years back the national department responsible paid out IIRC R1608 per RDP house to be delivered under certain projects to the municipality where the projects were located in order to cover the "administrative costs" involved - municipal accounts and conveyancing - in some municipalities there is more than 500 houses that treasury has handed over money on the assumption of registration and the lack of title is only discovered when the person needs it for another reason. The whole saga is the reason why some municipalities aren't getting funding for housing projects. Corruption is a bitch that is killing the country.

Add to this speculative property developers and their mucking about with sectional titles and it is a bloody wonder that the entire deeds registration system hasn't collapsed.
