The majority of municipal councillors were doing a sterling job but there were problems, President Jacob Zuma said at the 99th ANC anniversary celebrations in Polokwane on Saturday.

President Jacob Zuma's January 8 statement "truly" took forward the resolutions of the ANC's 2007 Polokwane conference and its 2010 National General Council, the Congress of SA Trade Unions (Cosatu) said on Saturday.
"It is one of the best ANC anniversary speeches ever to have been made," spokesman Patrick Cravin said shortly after Zuma's address at Peter Mokaba Stadium in Polokwane.
"Cosatu is particularly pleased at the President's declaration that 2011 will be a year for job creation."
He said the trade union federation would support every measure taken by government to reduce the unemployment levels in South Africa.
Zuma said earlier that the country's unemployment and poverty levels were still unacceptable.
He said state owned enterprises were crucial to economic growth but the way it had been managed so far would need to change and become more efficient
"We need a social partnership between government, business and labour," he said.
Zuma announced that government also hoped to introduce a scheme that would benefit students who passed their final year of studies.
The scheme entailed having their student loans converted into bursaries that would not need to be repaid.
