That's not good at all. And the filter won't impact DSMS / ASSIA. Your problem is unrelated but you should get it checked out...
 
Yes the Max where crap and the average above average, but my packet loss of about 30% is gone and my internet is working better and my gaming performing better...

According to the Mybb speed test my jitter is down from +- 35% to 1%...
