I need to do some downloading -the particular ports I need access to are blocked on the LAN. So thinking of using my 3g card , any way/ any application I can download, where I can specify what connection an application must use?

Look in the network properties for your 3G card's dial-up networking connection.
Click on 'Internet Protocol (TCP/IP)' then on 'Properties' then 'Advanced...'.
If the 'Use default gateway on remote network' checkbox is checked, all applications will use your 3G card's connection unless the destination is on your LAN.
