atronomical GPRS roaming bill

Hi.
One of my clients received a bill for R80,000 from a local service provider while using his laptop in Israel for about 15 days and only using just over 500mb of data - roaming GPRS (this is not an April fool joke).
Unfortunately this amount was paid by the unsuspecting client.
What are the chances of getting a refund from the Vodacom network or the service provider concerned ?
Below is one of the itemised billings:

19/07/2009 12:56: Roaming GPRS 157854040B R23,484.98 (150mb)
 
OMW. thats just sad. OMW- i can only see 1 positive thing out of this situation- telkom is cheaper than roaming.
 
China has the worst Roaming chargers

Its cheaper to use WiFi as its everywhere in China
