Don't think ICASA have anything to do with it. SAIX can set their own pricing. ICASA only regulate Telkom.

BTW, Sentech HAS started capping
 
ICASA regulate communications... Including companies like MTN and Vodacom. So I don't see why they shouldn't regulate the "South African Internet Exchange". To me that would fall into communications.

I could be HORRIBLY wrong though.
 
Nah. It's not like they regulate IS or UUNET's ADSL products. Just the connections they run over. ADSL is not, strictly speaking, protected by monopoly laws like the cell guys are. In theory, anyone can hook into IP Connect (for R500,000 a month)

Exactly. Privatising Telkom is one thing but lumping in the submarine cables to sweeten the deal was absolute madness.
 
wonder if this country's telecomunications (costing and service) will ever come right :p
 
yeah, I'll probably be so old by then, I won't be able to the screen anymore :(
