Axxess streaming Shocking in CT

What is going on? Last week or two everything has gone to pot!
This last week live streams have just been stuttering and buffering to hell and dying!

I changed to another ISP (first VOX which was even worse) and now it's fine.
Is this an IPC capacity problem?

Downgraded my account to 3GB which was the lowest.
I'm probably not going to get a refund from Axxess for the 150GB I haven't used am I?

I just tried the free 1GB account and its working amazingly well.

Will probably get better once the IPC has been upgraded. Should be within a week.
