Axxess vs Capped and Uncapped (throttling?)

I have something to ask on Capped and Uncapped with Axxess?

Currently I was on Capped 100**gig on a 10meg line. My gig's was very low, and I decided to go for uncapped 10 meg line with Axxess. I created a new account, and started straight away with downloading. I noticed something immediately with my torrent. I attached the pics and show the two accounts running the same torrent, at the same time (just need to change the router username of course) On capped my downloading goes over 1Mb/ps. Now the same torrent runs at 500/580Kb/ps on uncaped. Is it that everyone is using NOW at this moment uncapped, and for that the service is on SLOW.

I'm not really worried by this, for my son uses it mostly for his PS3 online. But just something interresting for me difference between the two account speeds?

I think that might actually be a coincidence because they won't shaped or throttle a new account straight away. They only do it after you have used quite a lot of data on 10Mbps. That was when I last used them so it could have changed but I don't think so.

True but uncapped accounts are shaped whereas capped are not as far as I'm aware.
