Bandwidth Limiting for small office

We have a small office with a straight forward adsl line and router and an additional router at the other end of the office used to extend the wifi range. The employees have been hogging bandwidth and it slows down the entire network. Is there a simple solution where I can install a program that will allow me to limit each users bandwidth? I tried doing this on the router but failed. The network has about 4 users
 
Maybe wifi is also part of your problem, as soon as you "extend" your wireless with another device the wireless speed gets half already(on both AP's), so in the end each user sits with a max of 1Mbps speed on wireless probably less if there's any interference....

for you want to limit each user you might have to replace the current router with something else like a Mikrotik router(cheapest option probably) or cisco or one of the more expensive ones, or start looking at a proxy server that can limit bandwidth for each user...
 
Firstly, install Netlimiter on each PC.
This way you can monitor each user and all the processes consuming bandwith.
I have had nasty things with Win7 running in the background.

If you go further, get a Mictrotik RB750 to manage your office and network.
With this little router you can monitor and limit loads of stuff if required.

1Mbps? You're doing it wrong, I push over 100Mbps on my home wireless and easily around 40-60Mbps at the office.
