Bandwidth Monitoring software

I'm looking for bandwidth monitoring software that can tell me what has been downloaded as well as how much.

Is there any products out there that does this?

Netmeter will do a great job of telling you how much has been downloaded on a particular computer (provided the user/s of the computer do not close this program): http://www.metal-machine.de/readerror/

Not sure how you would be able to monitor WHAT is downloaded, though.

Is this a multi-PC environment or just a single PC? Are the users of the "trusted" variety?

netlimiter @ www.netlimiter.com.
they got free version that only monitor bandwithd. if you get pro you limit the acutal speed that any given program/process can uses and firewall options. if you have a multi-version license. you can remote manage the other installtions of netlimiter.
