I really like the idea in principle but it would mean more management business' side. People will consume bandwidth until it is exhausted - if you give them a bigger pipe they will use it and so the average, and cost, will rapidly rise. Unless Neotel plans some very good management tools from their side.
 
With all due respect to Mr Mattiello, he is mixing his metaphors a little.

His proposed new service offering is not comparable to buying a Ferrari versus buying a smaller car for more common use. I'd say a better analogy is that he is replacing the buying model with a rental model. So it's more like: you rent a car based on your expected usage for the foreseeable future, and can up/downgrade to a different car at a day's notice if your requirements change...
