Bedfordview (Germiston) area problems

Hey there guys

I've been having problems with my internet speed for the best part of 5 months now (pretty much from June sometime) and after an entire month of speaking with Telkom about the issue, they've told me that it is a server exchange issue.

Now without knowing much about how all this worked at the time, I changed my ISP to MWEB uncapped and upgraded the line and speed from a 2Mb to a 4Mb, with the results being pretty much the same. The speeds for the first 4 months were crippling in the evening and even dropped to as low as 0.01Mb. Upload speed stays at a decent speed but unfortunately the download is just unbearable at the most important parts of the day (as it really only gets bad in the evening). I've spoken to the guys at MWEB numerous times and they confirm that it is an issue on Telkom's side. I've then phoned Telkom for their assistance and they tell me that there is nothing they can do... So, is there anything I can do?
Just additional information : my friends living in the same area (about 3 km away) have great internet, with great consistency and an even better ping than mine (by about 10ms).

That exchange often gives *** my aunt stays in morninghill and she always complains about poor speeds. They could be upgrading the exchange to VDSL
 
well its been like this since June... Can they really take that long? I have spoken with a technician and he told me that there are plans to put fibre optic lines in November of this year (2014), so with hope things come right (y).
 
Telkom hardly meets deadlines on time. I stay in Senderwood and before they put VDSL and upgraded the exchange I had the same problem as you the line would become dialup in the evenings. All I can advise is to wait it out.
 
I live across Bedford center, and currently my line is completely off. I don't even have a dialing tone anymore.
