I don't think its ever been implemented properly... but it does have the POTENTIAL to be implemented better.
 
Why don't you point us to the success stories, e.g. where BEE lead to better infrastructure.

BEE would boost economic spend.
More earnings means more spend.
More spend more taxes.
More tax, more investment to infrastructure.

Will the BEE appointed person not earn the same as the person who didn't get the job due to BEE reasons and thus spend the same? The non-BEE person might start their own business to survive but so might the BEE person if they hadn't been appointed. So in the end isn't the result is the same?

In the grand scheme of things the bee candidate would be from a relatively disadvantaged background. His spend would be different from an advantaged person. While his spend would be more reckless at first, he's spend would have a higher injection into the economy. He would also be the new bread winner in his family, essentially stimulating spend amongst the household.
 
So BEE has been around for years.
What goes has come of it besides a few very very rich backs?

While the very rich of any race grabs our attention first.
You cannot discredit the growth in the middle class, which is the main aim of BEE.
 
BEE is there to enrich ANC members family and friends. Who doesn't know this?

So, you think someone who would spend recklessly at first (and thus get into an uncontrollable debt spiral) as a good thing?

Their spend, and ultimate benefit to the economy will be no different as long as the salary between the BEE candidate and non-BEE candidate are the same. If anything the less reckless spender would be a better driver of economic growth as they would be saving money which would give the financial institutes more capital to leverage off to fund businesses etc.
