Best ISP for 4Mbps 200GB Capped

I want to know who the best ISP would be if I am looking for 4Mbps ADSL with about 200GB Capped Data. My budget would be about R600 (including Telkom landline) therefore not more than R400 for ADSL line plus data.

Why not get homeunlimited from telkom? FUP is 360GB. And the data is unshaped. Everything for R 599 plus you get some mobile data.
 
I worry about speeds, I've done some research and have looked at UNLIMITEDhome from Telkom, but I'm looking at a capped account to ensure my speed is constant and what I am paying for.

It is. I love it. Surprisingly better than the other ISPs I tried. You do get the odd issues here and there like every other ISP but it's great. Well worth it.
 
+1 for the homeunlimited from Telkom! I have the 10mb and whenever I download something I get full line speed.

I couldn't really detect any shaping so far and the other day I even got an sms that said: You are using your line not to the full potential. Do you need help to download more?

its my first month with Telkom; before I was with Crystal Web and their service went from good to bad to unusable.
 
Depends on what you want to use it for. Telkom is fine for normal streaming / downloading etc. But the latency compared with Vox is much worse if you are a gamer.

Were are currently with Vox and the latency with speedtests are usually around 9ms. I have another capped account but we are looking to go uncapped again. My wife is on maternity leave and these capped accounts aint working because she is streaming 24/7 and couple that with downloading games on my Xbox its a bad combination. Will the line have to go back into the holding pool as it is currently managed by Vox and how long does it lay there?
