In many cases, the corrupt procurement companies re-sell stolen Eskom parts back to the utility without any repercussions.

We went through a spate of cable theft in our area, with freshly re-laid cables being stolen the very next evening on multiple occassions. It was a weekly occurence at one point. The cable theft was also right outside the substation and City Power had even hired a security company to patrol. In one case they stole 3 sections of cable and had to get through a section of concrete, which meant heavy equipment was needed and nobody saw or heard anything. Then news broke that City Power had arrested four contractors for cable theft and I would not be at all surprised if the dots were connected here, with corrupt contractors and the security company involved in freshly laid cable being stolen and then re-laid by the same contractor.
