It's simple, people will just simply not renew their licence discs. It's not like there's any real consequence to not doing it. Maybe the odd fine every now and then if you get caught in a roadblock.

No insurance if your vehicle is not licensed...

It could be a bit of an issue for insurers. Insurers can't just repudiate a claim for not having a valid license disk without also showing that they suffered prejudice because somebody didn't have a valid license disk...

However, they can prevent you from getting insurance \ renewing an annual policy if you don't comply with their terms at the outset.

I got rear-ended by a driver with no car licence. The ins co didn't even bother to go after him on the grounds that as he was driving an unlicensed lorry he probably would not pay anyway. Maybe the Lavender Hill address helped as well, I don't know

This has been claimed several times. Could someone please go read their policy and paste that into here. I would like confirmation this is in fact true.
