Bill's delay could hinder Icasa operations

But Icasa is adamant that the commencement date of the ECA will not alter the regulatory landscape overnight and that there are extensive transitional measures to be implemented over two years.

Can someone please explain to me what these "extensive transitional measures are that need to be implemented"? Surely it can't be deciding on spectrum allocation for wireless broadband? Or are they saying something meekly in disguise, "We'll take as much as Telkom will allow us to over 2 years as far as allowing ISPs to hook up to the LLU"? Or is it something else????
 
for 1 thing I think everyone still has to buy bandwidth from Telkom till April next year, including Sentech and the SNO. I seriously doubt Telkom or the Illuminati that is the SAT-3 consortium will willingly drop their prices anyway.
Might be some savings after April when SNO and Sentech can buy from any one of the consortium members. Hopefully the gauvament doesn't bungle Eassy so that it will force the prices down.
People say Eassy ready in 2007 4th quarter, Alec 'the bolt' Erwin reckons only sometime in 2008, if the truth is known it will probably only be reg in 2009.
I also seem to remember reading somewhere here that the investors in Telkom seem confident for the next 2 years , so there must be some kind of regulation that will continue to protect them until then.
That said, Telkom's share price is still marching on a steady downward trend, couldn't happen to a nicer bunch of folks.
The telecoms companies will stall this process and our growth as long as they can while we drift further behind the rest of the world.
