Blisters on Spoiler

My boot spoiler started getting these 'blisters' or bubbles about a month ago. Now it's getting worse. I've spoken to a friend of mine who had a similar problem and he advised that they are caused due to lotsa sunlight and a bad paint job. Is this true?

What should I do to get this fixed. Do I have to get it re-sprayed? If so, do you know of any reputable places that can do it for me in CPT?
 
Piss poor paint job. With all the cars I've owned, never had that issue, even on re-sprays or repair work.
 
Is that a BMW? My work mate is seeing a similar thing on his front spoiler on his BMW 125i. Also blue, similar to yours.

Yeah, it is a BMW. I spoke to the original owner of the car and he said that the spoiler was done by BMW :-( It's such an eye-sore, I guess I'll find a good shop that will do it for me.

@Nikkel, I do polish the car regularly, so I don't think it's that. I take a lot of pride in my car, I love it a lot! Hopefully it won't cost an arm and a leg to get fixed.
