Blocking email - Exchange Server

Is it possible block emails from a specific address to certain recipients on Exchange?
Would the sender recieve some kind of reply stating that emails to said addresses had been blocked?

Get yourself a copy of Groupshield from MCafee. But it is quite expensive.

We use it for content filtering on our 3 exchange servers.
