a pale blue dot.
The last 2 years this issue has been steadily increasing where my colleague's xneelo hosted server is unable to send emails to Microsoft hosted domains due to being in their block list.

Typical error code:
host hotmail-com.olc.protection.outlook.com [52.x.x.x]
SMTP error from remote mail server after pipelined sending data block:
550 5.7.1 Unfortunately, messages from [x.x.x.x] weren't sent.
Please contact your Internet service provider since part of their network is
on our block list (S3150).

Then he emails them and they answer roughly 8-10 hours later saying that they have rotated out the offending IP address from the sending pool, so people can now resend their emails.
In the meanwhile, a day has passed where tons of emails are unable to go through.

Lately this issue has been happening at a much increased pace and there were 2 affected days last week, and now again today.

Their answer has been to use the ISP's SMTP server.
(Ok, but some of the business ISPs don't have open SMTP servers or they don't know what they are. Also, isn't the service xneelo offers offering receiving and sending emails?)

Each time it happens he gets a barrage of messages / calls from people demanding to know what the issue is and that they have urgent emails that must be sent. So a few hours of the day is now wasted on placating customers and checking each query if it's related to the Blocklist or something else.
Now because this happens, if users make a spelling mistake tomorrow they'll also send the email error in thinking it's probably also due to the "usual blocklist issue", increasing the volume of calls.

Considering the cost of a couple of thousand per month for a dedicated server to primarily send and receive emails for a bunch of people the sentiment is souring with xneelo as the problem is not being resolved and the frequency has been rapidly increasing.
On the other hand, clients on Elitehost has not had any issues at all.

Anyone else been having a similar issue with xNeelo?

Your colleague can try relaying mail directly from their dedicated server, as it sounds like Xneelo's shared SMTP service is being used.

Alternatively, consider a 3rd party SMTP service that manages IP reputation etc. eg, SMTP2GO

Move the email hosting off to MS or Google..
Today I had to deal with a ticket from our billing department as to why their email (hosted in MS cloud) did not go through to one of our customers:

Decision Engine classified the mail item was rejected because of IP Block (from outbound normal IP pools) -> 550 "JunkMail rejected - mail-dm6nam10onxxxx.outbound.protection.outlook.com;(NAM10-DM6-xxx.outbound.protection.outlook.com) [40.107.xx.xx]:55280 is in;an RBL: Blocked - see https://www.spamcop.net/bl.shtml?40.107.93.95"

Our servers blocked an email from MS because their server was on a block list. Happening to lots of people. Even MS.

We recently had a situation where an email (Exchange Online) was blocked by a customer because the email had been routed via Microsoft's High Risk Delivery Pool

It was a bit odd because the recipient's email system (using Proofpoint I think) picked up the blacklisted MS address when the last hop out on our side was Mimecast

You say that but I had this very issue a couple of years ago with Microsoft blocking a Google Workspace.

It was a bloody nightmare to get Microsoft to play along and fix it as a non-Microsoft customer other than a few Office licenses.

Their filtering is just over zealous.

A lot of the spam lists are add entire VPS/dedicated-server ranges to the block because they are often spun-up quickly for spam, scams, phishing etc.

You're best off sending through a provider. SMTP2GO is one option, Mailgun is another. MS and Google also offer bulk mail relays to registered and verified clients.

Yip you are 100% correct ,I do not manage as many customers that you do but his eect problem is ongoing. Today I had a customer who uses Microsofts New Outlook (they do not have Microsoft365 installed) and whatever I tried just would not work. A call to Xneelo did not solve the issue BUT the consultant said a well know issue for which (at this time) there is no solution !! Xneelo are usually very good but suspect they have problems in this department
