Unless bylaws extend to this sort of thing, I doubt the COCT will get involved.2) can the COCT force them to paint the wall?
It ain't rosy no more in ST and BC's. New legislation has improved the way that a BC is financially managed including a documented 10-year maintenance plan. Once the plan is in place, the BC has to put in place sufficient reserves to maintain property for which they are responsible. Without adequate funding, the BC will be forced to prioritise what can be done with funds available. The boundary wall may have to wait a wee while till they can get to it.
