But I still disagree that it's a bootcamp issue. Bootcamp merely allows PC-type operating systems to boot on the Mac, and provides some drivers. Once Windows boots it takes over direct control of the hardware. Windows' ability to figure out a monitor's cabailities is notoriously rubbish - it sees half of everything as "default monitor" which disables stuff like DPMS. I've seen Linux on a iMac switching that screen off all by itself, so I can tell you for sure it's not apple's fault.
You need to check in your control panel somewhere under the power stuff that your screen's DMPS is enabled.
By the way, drivers for a montor is a plaintext file that you can edit by hand. If you can find out which one is being used, get that file, increment the version and enable DPMS in it. I've done that before with good results.
