No, but its not a bouncers job to impose the law ^_~
They aren't allowed to beat people up unless in self defense, its against the law.
There are always two sides to a story, and everyone always believes the poor patron who just came to have a quiet drink with his friends.
You should also note, out of all the clubs there are, and out of all the nights they are open, cases of bouncer violence are comparatively low. As you say, the bouncer should not impose the law, but rather the rules of the venue. Fighting, throwing bottles, swearing at people, being drunk and throwing up and pissing on couches and in corners, all of those things are his job.
