The UK has never had an ID requirement in peacetime, the only time there has been compulsory ID was WW1 and WW2. An attempt to continue the ID scheme after WW2 was eventually scrapped because of Conservative Party resistance.
Labour tried to bring in a national ID card scheme in 2006 which was killed by the Conservatives as soon as they took power in 2010.
Suddenly the Conservatives want ID, because it suits their cause.
