Broadcasting live Video and Audio - RF

My Dad has been tasked to setup some sort of TV link from there Church to the frail care facility in their complex, about 500m away.
The idea is to broadcast the church service so that the people who are unable to make it to the church, can watch the service, live, and be a part of it.

I've suggested live streaming it through the web, but they don't want this - the internet confuses old people.

They want an RF signal broadcast - so it's as simple as tuning in on the TV like any other TV channels. Signal only needs to be strong enough to broadcast less than 1km

Any suggestions?
 
There are products that do this... expect to pay though... it ain't cheap.
The RF links have basically been made obsolete because of Video over IP
Any reputable CCTV dealer should be able to help.
 
Do the church already have video and audio equipment in place? Can the church basically give a HDMI or whatever feed to go out?
I think in a case like this, RF won't be the best and most fool proof solution plus far from cheap, and since they don't want to go internet,, maybe a direct wired link?
You say they have budget, you say it's around 500m but also mention 1 km, either way maybe consider something like HDMI over fibre.
Depending on the shortest path, buildings, paving etc, digging a trench and laying fibre won't be that expensive and professional quality HDMI to fibre converters are also reasonably priced.

HDMI to fibre converter in the church, send the video stream down the link, Fibre to HDMI converter on the other side and plug in to TV.

Depending on costs to dig a trench which I have no clue about:
Fibre cable say R10 per meter, 1 km = R10000
DVIGear(brand) Fibre to HDMI converter and HDMI to fibre converter R12000 you can go cheaper, this is quite high spec professional converters.
Nice big 50 inch TV for the frail care facility R10000. Maybe add a soundbar for better and louder audio R2000.
Leaves you with R34000 before digging the trench and laying the fibre.
