Budget PC around R 15k

Well it demolishes the spec that you had before, especially in drive space, and the 144hz screen. Whether that's worth to you is another question.
 
You can easily put together a good gaming pc for 15k, not so much with a mechanical keyboard though.
 
That Power supply was overkill though, because of the R9 290x
That's why GTX 970 + R600 great quality 450w remains best option
 
What specific 450w are you talking about for R600?

Here's two, 450w-ish

Then it's the Galax range GPUs that's the best value for money.
R3000 -> GTX 960
R5000 -> GTX 970

That's the best value/quality for money you can find retail with a GPU/PSU combo.

If your willing to settle for less in regards with the GPU
R9 270x can be found for R1700 -> R2200 (2nd hand/retail power color)

Please let me know if you see something else on there. I'm planning on buying the parts next week via wootware Monday or Tuesday. Just too much on my plate now on the weekend. Will update once I have bought the parts then we can stop looking :p
