Building question

Hi everyone,
We live in a semi-detach and want to build a second storey. Is this going to cause a problem with my neighbor''s house as we have a wall dividing our homes. Do i need any special permissions from neighbors and local council municipality. Will I need an engineer to come in and also. We are thinking of doing nutec for the second storey , where they build everything off site.
We live in the Rugby, Milnerton area

Any advice is welcome.

You will need to see the town planning restrictions that apply to your municipality and specific zoning.
You will need an engineer if you are planning on going up a story, regardless of the construction method.

Definitely won't get anywhere without an engineer. Can't even put in stairs without an engineer's sign-off.
