The unpaid licenses are for the account of the previous owner.
You should only be liable for the licenses from the date of transfer of registration.

the fees are compounded - monthly! so its R300 original fee, compounded monthly thus -- R300 original fee, 1 month behind, R330, then R360 by month two -- etc ---- either they giving you the car for nothing to settle 9yrs of fees... cause its going to be cray expensive.

Work on about R1k per year in penalties. Car must be very valuable or extreamly cheap to make that viable.

You wont be able to do transfer/new reg if the license is in arrears. Whether the new owner or the old one is liable is irrelevant from the departments point of view, they just wont issue a new one till the old one is paid.

The license fee from my understanding would still be on the name of the previous owner. New owner will just start afresh. Best to speak to Shaun, he work with those kind of things I think.

The car can't be transferred until the arrears are paid. The licensing department doesn't care who pays it.

17k before anything, if it's still in his name.

I don't think that's the way it works, you can pay/settle the licenses for each vehicle individually. Often some people let the license lapse on say a damaged vehicle parked in the yard but carry on licensing and driving their daily driver.

It is slightly different in each province but I'm pretty sure the above is true in all of them.

If they give you hassle go to a driving school and ask for someone that does registrations under the table. Some even do these things themselves. Costs about R1500 but lots of times works out cheaper than the cost of the license and roadworthy and everything. The only thing you really need is the registration papers.

Do you maybe have a link to anything that will confirm that?
None. But I have a car which has a new owner, but still on my name. Then I also have a Motorcycle.

Since the post office don't work properly, I went to renew my bike cos I have the disc. The guy at the counter typed in my ID number and picked up that the car has expired and haven't been paid for yet.

He didn't offer to allow me to pay for the bike only.

Maybe I could have pushed my luck to only pay for the bike, but I paid for both as I already was in line for an hour.

So I only have experience and nothing else to back it up.
