I'm looking at second hand cars.

I found a good car with only 400km on the clock, demo model, so I'm told. The dealership has told me that when I apply for finance I need to state that the car has 30000km's on the clock else they won't finance it as a second-hand vehicle.

Is this true, seems shady to me.

not even 3000? 400- 30000 is a really big strecth, yes it sounds very dodgey.

what is the differance between financing as a new or a second hand vehicle ?

Very dodgy, never heard that before. I know plenty of people who have bought demo models with sub 10,000km on the clock.

Maybe they rolled back the odometer.

In my experience the finance house has no interest in the mileage of the vehicle

i work in the finance industry and i can tell you thats dodgy as hell !

400km would be classified as a new car and you wold have a better chance of getting it financed because of its retail value new compared to second hand. something is def fishy. get someone to verify the KM if you buying the vehicle

Do a check on the car

Compare the price of a brand new A3 to the second hand one you are getting ... the price difference should be big enough to warrant second hand purchase in the first place.
I also think Audi SA has some sort of national motorplan database that will show the service history of the car.
If the clock was indeed turned back this will show on the system because the first service would have been done at around 15000km. So just call them with the VIN and they will look it up.
You say its a 2011 car so it is still very new the only issue could be some sort of accident they didnt mention.

A demo is a demo whether it has 12km or 12000km on the clock, they are talking utter cr@p. Whoever that salesman is, avoid him like the plague, and go and look for an Audi somewhere else.
