I googled and found some places that will make you a PCB. Are you planning on visiting the place ? Most of them take online orders ?
If you don't mind me asking. What do you need it for ? and is it not something you can just buy.

If its just a once of use to program something you can imprevise using a spare Arduino UNO board if you have one., you can just take out the chip , and then you have a serial on pins 1 and 0

Creating one wont cost you much.
Simply draw the circuit on a piece of copper clad using a kokie and drop it into some enchant. (ferric chloride *spelling*)
If you cant find feric chloride , mix some Hydrogen peroxide with pool acid. (Google to get the correct ratio)
