Can someone explain IPConnect?

My understanding is that IPConnect is a fee telkom charges to isps who self provision bandwidth (basically IS and ??Saol), to connect the isp to the customer. IE access to telkom's local IP cloud.

When the whoha broke over Icasa's recommendation that the line rental be dropped, Telkom complained that the line fee was not a charge for the local copper loop but rather a charge to access and maintain the local Ip infrastructure.

Are we not therefore being charged twice for the same service?

Prehaps a question for the Telkom rep once s/he put in an appearance?
 
IPConnect (as I understand it) is the VPN link between the ISP and Telkom.

There is probably more things involved tho.

Indeed you are correct. I have raised this issue with ISPA. We did get a 20% reduction but really the only costs should be ATM charges on IPConnect. Either that or the end user should not pay rental. Can't have it both ways.
