Don't be short-sighted, a regional levy although the neatest theoretical option would be harder to implement and Gauteng already subsidies most of the rest of the country, so not really realistic (they can argue that all their funds should be ring-fenced). Just think about unintended consequences like anyone near a provincial border and how many business will have to close or relocate (petrol stations and the associated shops) due to this alone (crossing over the line to fill up at a lower rate).



Wow you don't pay attention at all do you? Chapman's was going to be closed, it cost more than half of the entire WC road bill. There is a main route via Ou Kaapse weg, Chappies is actually an alternative, very dangerous route. Therefore WC gov decided someone else can foot the bill for a tourist attraction. It not exactly a major thoroughfare now is it? You really want to compare a road with 20 users a day to the Gauteng freeways? Chappies closed = no affect on anyone getting to work etc, Gauteng freeways closed can you say the same?


What we really need on top of this is more transparency, publish EVERYTHING - all financials of all government agencies and parastatals. What on earth do they need to keep away from the public anyway? then let others analyse it and make up their minds on if something untoward is going on.

While GP does subsidize most of the country, they don't subsidize the WC. And we shouldn't pay for their local roads. There would be some side effects on petrol stations on the borders, but traditionally the effect isn't massive.
 
According to SANRAL (its website), SANRAL's mandate does not include all of the roads in the country, SANRAL's mandate is specifically limited to national roads only.

Taking that into account, the existing fuel levy which is applied nationally, is the only sensible way to fund SANRAL's national road improvement projects.

As a consequence of SANRAL's mandate being limited to national roads only, the so called "alternate routes" or back roads that Gordhan says we the public must use instead of etolled roads, are not SANRAL's responsibility to maintain and improve.

OUTA should petition the Constitutional Court to disregard any claims of adequacy of roads that are not part of SANRAL's mandate since SANRAL will not maintain and improve any of these so called "alternate routes", only roads that fall within SANRAL's mandate should be considered as possible alternate routes to etolled roads, and if all the roads maintained by SANRAL throughout Gauteng are etolled it is then logical to conclude that there are no alternate routes to etolled roads.

Yes, but if it is made national the entire debate on tolls in the WC etc are basically nullified, plus we don't have to try implement another provincial levy in the WC and more legal battles with SANRAL wasting masses of taxpayer money. My guess is that the current levy may not be adequate for the road needs as cars have become more fuel efficient over time, including trucks which do major damage. I think an important component that will come out of this is some major scrutiny on HOW SANRAL is spending the money which is most important.
 
Ok cool. Then give us back the money we've spent on your roads. Gauteng contributes more to taxes than any other province.

Gauteng contributes more to treasury than any other province, and is a big nett supplier of funds. However, the WC is a nett supplier of funds as well. We don't get anything from you. And we don't want to pay to upgrade your local roads

Provincial roads are the responsibility of the associated provincial government (Gauteng in this case). Other roads in urban areas etc are the responsibility of cities and municipalities, for example JRA (Joburg Roads Agency).

Considering that SANRAL is trying to etoll some roads that are not N roads, where such roads are not part of SANRAL's mandate, must be thoroughly investigated and dealt with by a court of law.

The inclusion of non N roads in etolling is clearly by design: to minimize alternatives that road users would otherwise have had, whilst maximising the profiteering of all the corrupt thieves involved in etolling.
