Unfortunately, Mr Vapi is not well informed. Rumour has it that call centre employees are required to signup a minimum number of Basic Voicemails etc. per month. They are in deep crap if they miss their targets, so what happens is that they will put extra services on your line without you asking. So it's a low level employee problem. Sure, Telkom management would never "want" to bill customers for services they didn't request, but it's happening on the floor. You need to watch your people more carefully, green and blue giant..

Secondly, the 59c minimum call charge is completely unwarranted and pure profiteering. There is no technical reason for it. Mr Vapi states "customers are only charged for the time they spend on our network", which is false, because 1 second = 59c and 30 seconds is still 59c. There is no reason why per second billing should not be the norm. It would solve ALL of the complaints of people being billed for unanswered calls, regardless of whether it is their misunderstanding or not. Think of the hassles you'll save!

But what's food (for Telkom only) is that a LOT of people are unaware of the minimum charge.. if everyone read the front pages of their phonebook they would know though.
 
But there is nothing worse than an ordinary mullet on the phone who randomly accuses people without actually knowing what they should be accused of. I sincerely doubt that Telkom would ever take the chance of charging for uncompleted calls, why bother? What they should have picked up on was people getting signed up for free voicemail without asking for it.
