Barring any foul play concerning votes, the DA will keep Cape Town IMO.

. The ANC is in control of the Western Cape at the moment.The ANC somehow won by a huge margin in the Western Cape in 2004

DA will probably take Cape Town again but they won it by a very tiny margin the last time round, without the assistance of smaller parties and alliances it could very well have been an ANC mayor again.
I think the reason they will take it in 2010 is because of the whole Zuma thing, many Xhosa folk are annoyed at how Mbeki has been treated.
With regards to the WC. There has been some lobbying within the ANC to cut down on the number of provinces SA has and try to clean up the different tiers of government in SA and how they interact. The reason housing is taking so long to be delivered (besides corruption) is because of the bickering between National, Provincial and Municipal government.
If the WC was re-merged with the NC and EC again that would be curtains for the DA ITO ever winning a province.

As an absolute fact i.e. something not up to debate. The DA with Helen Zille and her multi-party gvt have accomplished more in one year than Nomainda, I like to sit on my behind, accomplished in her entire term. Whether or not you're a DA or ID or IFP or PPE or ENACN or CNAS supporter, thats the reality, like it or not. This doesn't imply that its been perfect under Zille but its an undeniable fact.
Another superb official is the premier of Gauteng an ANC member.

It'll be a lot easier than previous local elections due to the factions in ANC, specially with the Xhosa community. Possibly even new party forms.
