Paypal being stuck on login is not a common 'thing' that can be fixed using some random trick - I would blame the connection. Eg. my 1mbps line is so degraded due to insufficient backhaul at the exchange that I'm getting 1200-2000ms pings to Stellenbosch that is just around the corner from me. Otherwise it could be caused by some firewall/setting although I doubt it.

PayPal straight to Capitec via the FNB agreement. Took 2 days for me and was free.
