Capped connection useless

Over the past few months my download speed after I'm capped has just gotten worse and worse: 4KBps. When I'm not capped or when their Bandwidth monitor malfunctions I'm at full speed, no problems or issues.

But after I'm capped pages time out or Firefox shows the page without any backround or colour (makes Facebook look like an HTML file I made with notepad). I remember when I first got iBurst (April this year...) post cap speeds were okay, right now my GPRS cellphone is faster!!!

I know I'm beating a dead horse here (one more issue that wont be solved). Have any of you been experiencing the same issue?

I suppose they feel that when you are capped you should get "UP TO 64kb/s" in the same ratio you can get "UP TO 1mb/s", thus not even close
